Just bought a phone but don't think I was logged into my account when I placed the order. Will I get this $30 Credit? If not, how do I cancel & re-order?

As long as you use the email of your self-service account you will get the credit. If you usef a different email you could change your self serve account's email to the phone order's email before they apply the credit and you would be okay too.

Here's the fine print in the terms and conditions:
Offer available online only. Effective August 24, 2022 until September 6, 2022 11:59PM ET. Offer available to existing and new Public Mobile customers. Offer limited to one bill credit per Public Mobile account. The customer’s account must be in good standing in order to receive the credit. Credit will be automatically applied to eligible accounts by September 30, 2022.

you don't need to login to any account but you have to use same your email in your Self-Serve account. to getting the credit apply in.
then you will Receive your $30 bill credit during the last week of September.
Edit: if you didn't use your email for that order then contact PM support team by CS_Agent to cancel & re-order & give you manually credit.
