Hello, I have initiated the transfer to Public yesterday, Aug 24. I had to wait till this afternoon to actually get service assistance to activate number and got the purchase confirmation today, Aug 25. Can I have the promocode applied to my account considering the circumstances?

You are late One day! But do not despair. Contact agent and nicely ask them if they could do anything for you in regards of promo.
To contact CSA-agent, there are 2 methods:

If ticketing does not work very first time, contact agent directly.

Watch for envelope in top right corner of Community page. It will show Number of unread emails.

contact support team by CS_Agent to them can check for your account it's Eligible for 2GB of monthly free data or not.
