I am writing to you today to let you know that we will not be moving forward with a price increase on the infamous “$40 for 4GB” plan ($120 90-day Province-Wide Talk + Text + 12GB Data), contrary to the SMS that customers on that plan received yesterday.
After sending out an offer to select customers, we heard your feedback loud and clear: we said no surprises, and we surprised you. While all good things must come to an end at some point – that point is not today. As a brand, we have always been proud of our transparency, and of our commitment to our customers. We are sincerely sorry for any frustration caused and we want you to know that this has been a learning experience for us all.
We have been reminded that you, our customers, are vocal and passionate. We’ve seen how much some of you love Public Mobile and we’ve also seen how many of you like the added value that our sister brand, Koodo, has to offer. To that end, we are happy to say that the Koodo offer that our Public customers on the “$40 for 4GB” plan received still remains available for anyone who wishes to take advantage of it.

But for a few bucks more you can grab a real roaming plan from Telus should you be interested in a bit of leg work
(eg $65 for 7GB was available, incl US roaming and a free iPhone subsidy)

Wait there was a Koodo $50 8GB plan with unlimited canada USA roaming? Are you sure? Might drive to st Catherine's for that

This plan wasn't available at the kiosk at the Pen in St. Catharines. However, I read somewhere, and I can't remember where now, that this plan was only available in certain stores. So, I guess that you have to run around and ask. That's a pain. There was a plan for $50 with 8 GB and unlimited roaming in Canada and the US. I just wanted a SIM for my tablet. The thing is, whether you go with Telus or Koodo, the dollars still go to the people who wanted to raise the price 25% after saying there would be "no surprises"
If you switch to Koodo, the people who wanted to raise the rates still get your money
If you switch to Telus, the pepole who wanted to raise the rates still get your money.
If you want to send a message, you need to go with the other two (or their discount brands).

I'm not at all a lawyer, lol. But I do sometimes have to "work with" the legal team. It's often a frustrating experience for everyone involved, lol.
I'm mostly referring to the recent CCTS statement - at what they're explicitly saying and at what they're implying unsaid. Wireless customers will always have a "voice", but the CCTS is disinterested in individually addressing each "voice" within a screaming crowd. I don't think we'll get many more "reminders" to follow official CCTS protocols before they simply impose restrictions on how complaints can be submitted.

One can always challenge PM or the CCTS in courts, one can even challenge the courts themselves in the courts. Victory is never assured, not even in the most well-argued and well-supported class action suits. And legal costs make this idea prohibitive, even stupidly counterproductive, for what amounts to being "trivial" claims on an individual basis.
Vast armies of unhappy customers may not be able to roar and march online towards victory in future campaigns so easily as before, the CCTS has recently made this very clear.

But the hordes of angry "Fall2016promo" warriors definitely got their victory most recently!

The issue has been moved to the realm of the "court of public opinion"
by a 10000-strong army of the agile "Fall2016promo" folks,
who made enough noise for Telus to back out of price increase in fear of PR losses.
I'm sensing this will (might 🙂 ) repeat in the future, if there will be any threat to our precious Fall2016promo plans 😉

So what will happen to those of us who have no desire to switch to Koodo and let the offer expire? I understand from the OP that Public Mobile will try this stunt again at some point going by his own words:

I would really appreciate some clarity on this statement in the name of transparency. Way to treat your loyal customers by pulling a bait and switch. That's just bad business...

Hi Dave,
I got thinking about the fiasco from the price increase announcement and what would it take to make me switch to Koodo without being in such an uproar. The 12 gb plan with all of the rewards and perks represents amazing value that is not easily given up...unless you give something back like an extra 2 gb per month under the Koodo brand. Heck I would be willing to pay an extra $5.00 per month for that extra data. That would help me to forget my current plan and jump ship. Otherwise, sorry Dave, I’ll hang on.....Forever!!!! Lol
