I up grade my phone plan from 3 G net work to 4G net work. My phone still showing using 3 G net work. Why is this happening? How to fix it?

I pay $40 for 15GB data At 4G net work. It has been two month since December. My plan still use 3G net work. One GB data. The plan has not change. You over charge me $15 for two month. My plan does not upgrade.
