The knowledgebase forum (http://productioncommunity.publicmobile.ca/t5/Knowledge-Base/tkb-p/knowledge_base) has tons of information.  The most important post is the aptly titled "Contacting our Community Moderators" post.

The instructions about how to activate your sim card are included with the sim card, read and follow those, and it should create a self-service account for you during the activation process.
