And that'd probably be cheaper than roaming from any Canadian provider anyway.

If you're going to have access to wifi, consider getting a free voip app like TextNow. With a wifi signal you'll be able to send and recieve free calls and text messages. Works perdy decent too.
Alternative is to procur a local sim card while in Ireland, as suggested already.

Public Mobile only offers service in Canada and roaming in the United States.
