I believe there is a hold on my current visa debit I use for payments. This hold is on your end. PLEASE ACTIVATE SO THAT i MAY USE THIS CARD TO MAKE PAYMENTS

If you know the 4 digits account pin, try using *611 to make a payment
if not, try using the browser but with Incognito mode
But if you need to resume your service quickely and do not want the wait, get a voucher from SDM/London Drug/711/Shell and load the voucher using *611 (no account pin required)

Have you been making multiple attempts to pay with it? You can only try twice per hour. Wait an hour and try again.
Or ask support to release any fraud-attempt-lock.
