If the phone is not blacklisted. You can contact Samsung Canada to unlock.

Is this a pre-owned phone from a retailer in Canada. If yes, contact that retailer for an unlock code.

Do you know which provider it is locked to?

If its a Samsung phone you can unlock it thru them. Either connect thru chat online or call  1-800-726-7864.

@dumpuck   That is a Samsung A5 2017 model.  Where did you get it from ?  Usually, the provider where you got it from will provide you the unlock code.  Other provider will not provide you the unlock code

If that is a phone you go tin Canada, you can try to reach out to Samsung Canada for an unlock code .  Try calling Samsung Canada at 1-800-726-7864, but they might or might not provide you the code
