Public Mobile can only unlock your iPhone if it is currently locked to Telus. If it is locked to another company, you will need to contact the original carrier (free if it is a Canadian carrier).

If your phone is currently locked to a different carrier you should be able to give them a call and ask to have the phone unlocked. They will need the IMEI (dial *#06#).
If your phone hasn't been reported lost or stolen they should just give you the unlock code, which you can use after replacing the SIM card.
I just did it last week with Bell. I was surprised at how easy it was.

If your phone is locked to koodo or telus then you can get it unlocked by contacting teh mods else you will need to contact the orriginal provider.

And if that link did not help or apply to you (because you haven't listed very many particulars, like even what network the phone is locked to and if the account is active or not), read here possibly as well if it is a Telus/Koodo phone:
contacting a moderator only if need be by private message to unlock a Telus/Koodo/PM phone:
Be sure to include your e-mail address/phone number and explain your issue in the private message you send.
