You can also WhatsApp for free calling and texting on wifi or purchase a local SIM.

Public Mobile only works within Canada and the United States (using an addon or Can/US plan). The only advice I can give is if you wanted to use a Canadian local number, you can download something like TextNow app and purchase a data plan where ever you may be going in Europe.

@Vlad6 no, you cannot.  PM does not have romaing service in Europe.  In fact, PM only has roaming service in US and nowhere else
