Are you currently with Public Mobile or you want to switch to them ?

I was thinking that your old phone was with Public Mobile. You may have to port your phone number toward Public Mobile.

Hello,

If you mean locked to another network other than Koodo/PM/Telus, you would need to have it unlocked. There are many reputable companies on eBay that unlock phones, of which cellunlocker.net has a very good reputation.

If both of your phone have the same SIM card size, then simply remove your SIM card from your old phone and put it back in your new phone.

If the size is different, you will have to go to a cellular shop to have it cut to the size of your new mobile.
