I want to change my subscription from 15$ to the 19$ plan, however I get a message “ Change failed please use a different payment or try again” I’ve changed my credit card three times and i still get this message.

First, it’s better to change your plan or renewal, so you will not get overcharged as PN doesn’t refund unused plan

second. Try to clear cache or try in private browser 

third, make sure that your credit card if working

If you still can’t fix it , you need to submit a ticket with CS Agent using this Chatbot link

@KnM It probably has something to do with the fact it is only available for new activations. In your app under manage subscription, then change subscription, you will see all of the plans that are available for you to change to.
