You did pay for the first month. However, your plan will not start until you finish off the activation of account when your SIM card arrives. So your plan will not start until you receive your SIM card.
Officially, the website states that SIM card delivery of 10 business days to arrive. Since it is more than 10 business days, you should contact customer service agent. SIM card are usually sent via Canada Post (with no tracking information).
If Public mobile resends another SIM card, it can take up to 10 business days to arrive. You could purchase a physical SIM card in store (Telus, Koodo, Mobile Klinik) or Amazon prime, submit the receipt and PM will usually reimburse your account the fee for the SIM card.

Since you waited this long already, you can confirm with PM and make sure they have fulfilled the order, or ask them to either resend another one, or arrange for getting another one in person from a local Telus, or Koodo store and then reimburse you the cost

Sim card delivery can be 3 days to 3 weeks here

Better to ask if you can pickup another one from a nearby Telus or Koodo store instead of wait longer to have them resend a new one

SIM cards can take up to 3 weeks or more via Canada Post. There is no tracking number sadly. You'll just have to wait.
