need help, where do I enter in the refer a friend code after the account was setup?

Make sure when you provide the referral code to the CSA's that you don't confuse the following similar characters:
0 vs O
5 vs S
1 vs l
2 vs Z
One way you can be sure is to literally copy/paste your referral code (from the person doing the reffering) self-serve landing page, then text or e-mail it to the recipient who has activated. Tell them to do the same when providing the code to PM customer support agents to ensure the proper characters are provided.

If you missed to supply referral code when signing up, you will have to contact CSA (Agent) through ticketing system so code is manually applied.

@TakakoTakenouch If referral code was not processed for whatever reason, the one being referred should open a ticket with PM Support for assistance. click on the Bubble on the lower right or directly at : https://publicmobile.ca/chatbot.
Follow these these to get to ticket open page quicker:
After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM's CS Agent
