voucher or prepaid credit card?
if voucher, when and where you got itt? Voucher from some places has a 24 hours wait time before it can be used.
If Prepaid credit card, is that Prepaid Visa or Prepaid MasterCard ? Usually the MyVanilla Prepaid seems to have more problems but other Vanilla Prepaid will do. Wait an hour and try again using browser with Incognito mode. if still fails, try with Public Mobile app, but before trying, make sure you enable Location Permission of the PM app

@Momma12 are you signing up for the first time? Or are you an existing member trying to add funds?
There is an ongoing issue with updating banking info.
Unfortunately the community cannot help, just give suggestions.
so clear brower cache, use another browser like Firefox or Safari.
Use the public mobile app under the Payment tab. A lot of people have reported success this way.
