That is true that roaming can be disabled, but on most current phone models, there is no setting labelled as such. Any setting referring to roaming in the menus usually only refers to data roaming, a setting which won't enable nor prevent a phone from connecting to the roaming network. Manually selecting the Public Mobile network would prevent all roaming.
