Using the phone in different places isn't what roaming is. Roaming is related to use of the service when you're connected to a different carrier's network. So, not only is using the service in another city in Canada not roaming, Public Mobile doesn't even allow roaming within the country (use of another network such as Rogers or Videotron). You can, however, use the Telus network, as mentioned before, anywhere in the country where there is network coverage.
There are no pay-per-use charges at Public Moible, regardless.

@Mucjam is your son already activated?
If yes, what kind of talk plan do you have? If on old province talk you will be able to receive calls from anywhere, but you would be only able to call numbers that are from the province where the phone is sitting at the robe of call. So even if it is Winnipeg number, while in Toronto you can only call Ontario numbers.
If it's Canadian plan or if your sim is not activated, you are fine you will be able to call to anywhere in Canada from anywhere in Canada as long as you have access to telus network

All current PM market plans are Canada wide. You can talk, text and data any where in Canada.

You can use it anywhere in telus network. You will never be charged after using a service, if it works is already included and you already paid for it, otherwise it wouldn't work. Just a nature of the prepaid service

@Mucjam If you have an active Public Mobile plan you can use it anywhere in Canada without any roaming charges.
If you are on a provincial plan then best to purchase the 500 Canada wide minute add-on for $5.
Otherwise you will be able to use your phone in Toronto without any issue.

@Mucjam PM sims can be used country wide without roaming charges. There aren't any here. All plans are Canada wide calling. Welcome to the community. Stay safe.

Never-activated SIM's can be activated nationwide. No roaming here anyway. Nationwide.
