Hi,
My account was suspended due to new credit card expiration date wasn't entered in the payment system. After made the payment and account re-activated again. However now out going text is not working. But Incoming text and incoming/outgoing calls are working.
I am not able to find a way to get a technical support from Public Mobile for this issue.

Try the lost/stolen function. Suspend the account then log out then log back in and resume and then restart the phone. If you're on the old rewards system then there's a fixable side effect.

@svina try reset all network first
If that still fails, then you will have to open ticket with PM support and ask them to investigate further:

Thanks for the reply. Yes I tried that reboot and couldn't get the out going text to work.

Hi, Thanks for the reply. I am using traditional text, also I tried rebooting power+vol down button, also after re-seating SIM card. I also just bought a new samsung phone for my family member and tried the SIM on the new one with the same result. No outgoing text.

@svina is mobile data working?
are you sure you are using traditional text and not iMessage or RCS? iMessage and RCS both requires Wifi or Mobile data
Try to reboot your phone once
Reseat the sim card (power off , take sim card out for a min, then put it back and power on)
Best is to put your PM sim card in another phone to test. This will force a sim card reprovisioning and it might resolve the issue
If you don't have another phone and tried reboot and reseat sim card, you might want to try Reset All Network settings, but this will also wipe your saved Wifi connections, you just need to rejoin the Wifi after

Reboot your phone by powering the phone off. Hold down the power button and power off then power the phone back on.
