Does your data work? Do you see "Public Mobile" at the upper corner of your phone screen?
No 3G network would not affect text messaging. So I'm guessing #1 is the issue. Unless...
Try toggling airplane mode on/off to re-establish a network connection.

Several reasons.
1. Is your account paid up in full? Dial 611 or log into your account to confirm.
2. You can do a network reset forcing your phone to connect to the PM network.
