When someone leaves me a phone voice message on my iphone 11, my phone does not say missed call so I do not know anyone has called me?

Perform a Network reset, follow these steps.

Confirm if Allow Notifications is on
1) Open the Settings on your iPhone.
2) Select Notifications.
3) Scroll to and tap the Phone app.
4) Turn on the toggle for Allow Notifications.
Also, if you still find lots of missed calls, you might try to change your network setting to 3G Only

Did you check to see the setting on the iPhone?
Disable the Do Not Disturb setting.
You may want to setup your voicemail box too.

what is mean for Rebooting the phone means to turn off your phone and turn it back on again.
or can you do try reseat the SIM card
1. power off your device
2. take out the SIM card,
3. wipe it clean SIM card,
4. put it back and power on,
5. toggling airplane mode off/on,
