Public Mobile has never locked cellphones. Maybe Telus but not PM.

What message are you seeing that says it's locked. Did you just get this cellphone form someone or has it been with Public Mobile before ?

Just find out who last provided cell service to that phone...then get ahold of them and they can release the lock...BUT....if the phone is that old, maybe better to buy something a bit newer as there could be issues lack of VoLTE on that cellphone you have now. Why do you suspect the cell is locked ? Public Mobile doesn't lock cellphones. You'd have to find out who the last cell network was that locked it and have them release it.
