iMessaging not working when mobile data or wifi unavailable

I have the iphone 5s.

I previously turned off iMessage because after running out of mobile data (and wifi unavailable), I did this because I got a  'delivery failed' note when sending messages, every time.

Due to my examination of another problem 'not recieving sms when iPhone 5s off (24 hours or less)" , I concurred that iMessage returning 'delivery failed' is unusual, even, with no data connection. 

Despite my attempt to find a solution in the previous thread, the search for a solution continues, frustratingly.

You should try to reset your networks settings by going to Settings-General-Reset. I have that problem before just after reset a network it works like charm.
