i have a 15 pro max and when i try to start my e sim its says phone not compatible but im already using one just changed my plan

iPhone 15 should work. 

if you used the PM app and the app said it is incompatible, that is a wrong message.  Please uninstall the PM app first, reboot phone and Reinstall and try again

did you use the browser to start the Subscription?  Please use Public Mobile app instead
