1-when calling USA from Canada, must I dial “1” first? May I assume that there is NO TOLL charge when doing so?
2-When someone in the USA calls my PM phone number, must they dial “1” first? May I likewise assume that they and I will have NO Toll charge?

As for if people are required to dial the one to call from the US to the customers Public Mobile number, there isn't actually any way for anyone here to accurately answer that question. The requirement for dialing the 1 would depend entirely on the originating carrier, but unfortunately, we don't know which carrier that is. it's also unknown if the person placing that phone call has a plan that includes long distance calling to Canada.

Please look above for the answers in BOLD. I was just in the US last week and called 4 provinces from Minneapolis. Dialed 1-Area Code-Phone number. Didn't cost me a penny! Well, it comes with the plan so... ya.

which plan have you currently subscribed to ? If you have one of the Canada / US plans, then the above is true. If you have a Canada only plan, you won't be able to dial a US number from Canada or US unless you buy an add-on.
If someone from US calls you, the call will complete successfully...but they might have tolls depending on their particular plan details.

yes, generally you should dial 1 for all Canadian and US number
Your friend can dial 1 as well, they won't get charge Long distance just because you are in US. To them, it is still calling a Canadian number
