i try to change my current plan
3GB for 26$ ( call and text only in Quebec)
to 4GB for 24$ ( call and text all over canada)
but when I go to my account to change my subscription this plan is not available in the option.

the $24 4GB is for new activation only, not existing
however, You can check with PM agent. please submit a ticket with CS Agent here:

But remember, that plan supposed to be for new activation, so agent might decline your request, although some reported they got it.

If you're looking to upgrade, you can ask politely to a CS Agent. Here's the link
I upgraded from the $25 5GB 3G plan to the $29 30GB 4G plan. Just note, they will only "upgrade" and not downgrade. I give full credit to @Handy1 and @kb_mv for sharing this with the community.
Reach out to a CS Agent and ask very nicely.
