I have my account registered in BC. I am currently in Gimli MB, but can not send or receive calls?

Lol, the impact was only in Brandon and Winnipeg. The interlake regions quite far from these two cities. That said, the Bell (which used to be MTS) coverage in Gimli is not the greatest. Seeing that MTS was the main carrier in Manitoba until Bell assimilated them, one would expect adequate performance. Anyway, here is the cell tower map for the region.

Going to a different province doesn't make a difference, although if your plan only has province-wide calling, you will only be able to make calls to the same province that you are in. For incoming calls, this isn't a factor.
I know that there have been some network changes in Manitoba, but the Telus website is still indicating HSPA service as being available in Gimli.
Is your phone capable of both 850 and 1900MHz on the HSPA network?
