Yes, the Canada USA plan works in both countries and you don’t need to purchase any Add-on. 
Just remember to set the phone on VoLTE and you may need to connect to AT&T or T-Mobile.

@Esd23   Yes.  The only difference could be if you don't have a VoLTE approved phone in which case voice calls in the USA can be problematic but data and texting should still work.  You may also need to drop to 4G/LTE instead of 5G for the best service in the USA.  But no extra charges.
