Do you have other APN settings set up on the phone still or just the public mobile one? MMS issue is normally because the APN settings are incorrect. Especially if your data, phone and SMS works fine.
I can verify there isn't anything wrong with the MMS services as I just sent a test MMS fine.

Actually for APN type can you set it to: default,mms,supl
save it, reboot your phone and test again

@AlishaMaharaj can you take screenshots of all your APN screens and post them here for us? You can take a screenshot by holding the volume down and Power buttons at the same time until you see that the screenshot was taken.

Another option for APN Type is: "default, supl, mms" without the quotes. I think ealier versions of android use a comman instead of a plus sign.

Hi. Can you check one thing in your APN settings? Go to your settings and in APN type line put internet +mms + dun. At least that's what I see in my Galaxy S6.

What phone are you using? Usually this has to do with the APN settings if you can't send/receive MMS. Have you gone through the thread below already?
