Do you have any ad blocking extensions or other extensions installed? Actually I see what you mean. Instead of clicking on "plans and addons", on the "overview" tab scroll down and click on "purchase addons" and that loads the page fine.

To my knowledge, every phone number gets its own account. They don't have the infrastructure in place to put multiple numbers on one account. I think it's because Public is a prepaid service.
