Trying to help an elderly relative. Their public mobile phone number is suddenly not working and they can not access online account since it requires 2-step authentication and the phone number is defunct. Public Mobile's automated customer chat service is completely useless. Any recommendations? Is there not a customer tech service phone number to speak to a human?

Sorry it sounds like the account is now closed so you can’t access the account, the SIM will be rendered useless and number is lost due to nonpayment for longer than 90 days.
Since PM is an online service, the only communication is by private messaging so you need to type out your concerns like what you are doing here. You can pm them at:

...what's now equally frustrating is their loss of access to their email account because it requires 2-step authentication using the now defunct public mobile phone number!!!

With Public Mobile there are no live chats or phone numbers to speak to agents for support. Everything is done online through the community mailbox or through the ticket system (when it actually works, it’s been broken for months)
Please click this link to send a message to customer service using the community mailbox, they will be able to help you regain access to the account:

Keep an eye on the envelope icon here if on desktop or click the avatar in the right corner and then messages if on mobile.

There's no phone number, support is all online. Do you know why the phone number is defunct? You can private message support here
