Hello,
My dad and I recently switched to Public Mobile and after a couple of weeks, we realized our voicemails aren't working. When we don't answer the phone call, the caller receives a hang up tone and the voicemail doesn't kick in. I can access the voicemail using the +16475804001 number. We also set it up and added our greetings

Hi, I dialed that number, but it says that call forwarding service has been disabled. I was wondering how to enable it using the dial?

You have to set up voice mail very first time accessing it from your mobile device. After that you can do all other settings either through your mobile phone or any other phone calling access number.
If you have $15 plan this process will use your minutes.

I can say this, over the past week or so there have been some issues reported of that you are experiencing. For me, when I dial 611 I get the same issue.

Check the settings on phone dialer, check if the forward to VM when not available is enabled
Or you can dal #004#
If that does not help, have agent to reset the VM
