I get this error message and cannot access my voicemail. Has anyone encountered this? Know how to resolve it?

Did you try to access vmail box from other phone? If it works then there is an issue with your phone.
Remedy might be simple - reboot your phone or/and reseat your SIM (pull out, plug it back in).

Also, try to access your voicemail by calling yourself from a landline or another phone
