My phone is transferring some calls to voice mail without ringing the phone.

Most likely this has to do with the cell network coverage in your area. Calls use 3G, so even if you have a good signal on LTE for data it is possible that you have poor coverage on 3G.
You can try to force your phone onto 3G in the settings. This should at least give you a way to check the signal.

Try these fixes:
- ensure airplane mode is not enabled
- ensure do not disturb is not enabled
- ensure the number calling you is not on a blocked senders list
- disable any call-forwarding features/settings
- turn off Bluetooth -- it's possible the 'ringing' is going through to a Bluetooth device instead of device's speakers
- remove and reinsert your SIM card
- reset network connections

@maginng likely issue with 3G network in your area
Try to restart your phone once
Change the preferred network to 3G ONLY and see if it works better. If it is good, leave it like that for couple days before you change it back
