Interesting that your friend was given a special Nexus 6P load that enabled VoLTE for Rogers. Too bad he updated the software, I doubt he will be getting that again unless it becomes an official release. He should've backed up his phone's software before doing the update, then he could've restored the VoLTE software once he realized the new one didn't have VoLTE. Unfortunately I think he may be out of luck 😞
So far the only official VoLTE releases for Rogers on Google phones are Pixel and Pixel XL:

@sheytoonfriend on rogers with a 6p got them to provision his account so he got on the track to get his software updates via rogers. apparently a favour they're not supposed to do because it requires them to enter your IMEI on the sold by rogers list so they can send you their OTAs. some wires got crossed and he got the monthly security update through google and lost voLTE. now rogers isn't sending their OTA and the rogers folks say they can't help him now. possible all bs? but he is a fairly tech savvy enthusiast and it seems conceivable that rogers would do something like that.

@potato: phones don't have to be purchased from Rogers/Bell/Telus to work on their VoLTE networks. The account has to be provisioned for it and the phone must have the right software load to enable VoLTE.

just FYI, rogers and bell don't even give voLTE to their customers unless they bought their phone from them and for voLTE to work, both customers need to have voLTE.
