Have him do a manual search for networks and pick AT&T or T-Mobile. What plan did he pick?
Do you have an iPhone? If yes, send him a message via iCloud.

I looked yesterday and it was enabled but it was my dad's phone and he left to the US and I can't contact him

Login to your account to be sure the correct add-on is there. Do any of the parts of the plan you purchased work?
