I have changed phones from a iPhone 6 to an iPhone 8. When I switched the SIM card. The iPhone 8 display the following message.
SIM Not Supported
The SIM that you currently have installed in this iPhone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please install another SIM from a supported carrier or request that this iPhone be unlocked by your carrier. Please contact Apple for more information.

By any chance was the old SIM still in the phone? Or does settings, general, about, still show the carrier information? And in settings, general, about and scroll down a bit, does it say this?
If yes, it is unlocked.
If no, it is carrier locked.

Did you find the name of the carrier in the Settings of the phone as instructed?
You will need to go to that carrier to have it unlocked.

The only way to fix this has been mentioned. You'll need to contact the previous carrier od the device to get it unlocked.

There is a slim chance it could be locked but you can go to Setting>General>About>then scroll down to bottom of page and if it shows a carrier name then it is locked.
You will need to go to that carrier to have it unlocked for free.
If it says No SIM Restrictions then it is unlocked.

@pauljohncooney sound like the iPhone was locked. Has it been used on another provider? which provider?where you got it from?
check with the provider you got the iPhone from and ask them to help unlock

It looks like your new phone is locked. iPhone 8 is from 2017 just when Canada declared all phones must be unlocked but yours might be not.
Who was previous service provider?
Can you try any other SIM in this phone?
