Upgraded plan in March (more data at lower plan fee). Was charged for both old and new plans within a two week time frame (overlap). Should I not be getting a credit for the unused portion of the original plan?

If you chose to change now, then those charges are correct. You don't get refund for unused time. This is all prepaid. You pay for 30 days at a time whether you use it or not. If you chose change on renewal date, then please reach out to a CS Agent to credit your account.
