i am having a hard time trying to find out the carrier and how to unlock. I'm pretty sure it's public

Do you have a friend with Bell/Virgin/Lucky or Rogers/Fido/Chatr? If you do put their sim card in your phone to determine what network its locked to then you can figure out the provider. More likely to be the first or second tier of either of those parent companies. Then you can attempt to call and get it unlocked by the provider by saying it was donated or inherited or something along those lines. Depending on the manufacturer you may be able to get it unlocked by them....samsung offers this service but not all will give out unlocking codes.

If your phone is locked to its previous provider, and not working for Public Mobile? Contact the previous provider to unlock it for you.
Or, are you getting a SIM lock or PUK lock message?
Some help info. gathered for by an oracle on PUK.

“SIM network PIN blocked. Enter SIM network PUK." is asking for the phone’s (often Samsung) “master code" after entering the wrong code too many times. Samsung and/or your previous carrier can give you this.
"SIM network unlock PIN" is asking for your previous carrier's unlock code - just contact them with your IMEI (dial *#06# to get it) and they'll give it to you. If you enter this incorrectly too many times, you'll get the error message above.
“PIN unlock key (PUK)” is a SIM-specific code used to prevent unauthorised use of a SIM card.
The PIN (Personal Identification Number) enables secure access to the SIM card and network. It is provided with your SIM card.

Did you get your phone used? Most customers know their original carrier which they initially purchased the phone. If you put your PM SIM card and it is asking for unlock code, the original carrier is not Telus or Koodo (belong to same group of companies).
Or is it possible that your phone is blacklisted? You can check on this website:

@Renee_ida6283 PM does not sell locked phone. PM has only been selling CPO phones and they are all unlocked
What kind of phone is yours? when did you buy it? try to think which provider you were with back then.
Also, check the app, sometimes the carrier phones have some app tied with the carrier
Rogers has a lot of those bloatware..
