Go to Settings>General>About>scroll down to Carrier Lock…it will indicate the carrier you need to unlock your iPhone.
If it indicates No SIM Restrictions… then it is unlocked.
If you purchased the phone privately then check to see if it is Blacklisted as @HALIMACS recommendation. Dial *#06# to get the IMEI number of the phone.

Hopefully it was from a Canadian mobile service provider. If so, and you can establish which it was, it'll be free for them to 'unlock' it. If they give you a hard time, tell them the CCTS requires that all mobile service providers must unlock devices that were previously locked to their network.
Have you checked device checker to ensure it isn't blacklisted?

You have to contact previous provider (free) or look at Internet for those unlocking companies (for a fee).
