why would a local phone call not be allowed when I have an Unlimited Canada-wide Talk plan

Don't worry it's just a courtesy message from Telus. Either dial 1 in front of the number you are trying to call or let the message play out and your call will connect. There are no extra charges at Public Mobile so you don't have to worry about that.

Add 1 and the area code and it makes that recording go away.

I get the phone recording all the time when I call. It's normal, just takes a little longer to make the call.

Sometimes you hear that recording but the phone call goes through anyway.

Just ignore it.

Probably just a gltich.  

Just reboot your phone once

if it does not work, try to manually dial the number with a 1 in front of the area code
