SOLVED---Im unable to send mms. Ive checked for solutions and checked apn settings with no luck. Everything else seems to be working fine. Can recieve mms and go online. Im using a galaxy s4 with 4.2 operating system.
SOLUTION! Although my data was working just fine, and I could recieve MMS no problems I had forgot the RE in aliasredirect MMSC setting. I am now able to send MMS. Thanks the help and suggestions!

I had a very similar problem a while back
The phone seemed to take forever and most times I could not send the MMS
It was because no memory
I erased all old txt and voila it works

Since you are able to receive MMS, your APN settings are correct. There aren't any separate APN settings for sending an receiving, and it would either work or not.
When you say you can't send MMS, does an error message show up on screen or does the other person just not receive them? If your phone tells you that the message is sent but the other preson never gets them, the issue could be on the other person's end. When torubleshooting MMS issues, try sending an MMS message to yourself. That would elimianate the need to ask someone if he or she has received your message.
If your phone is coming up with an error message while sending, you might want to check the maximum file size setting. I have seen on some carriers, unless you lower the max file size, the messages won't send.

Make sure you have correct APN setting.
For Android
Settings > More / More Networks / Wireless & Networks > Mobile Networks > Access Point Names > New APN setting (or a plus sign)
You will need to input the following information:
Name: Public Mobile
APN: sp.mb.com
Proxy: Leave blank
Port: Leave blank
Username: Leave blank
Password: Leave blank
Server: Leave blank
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMSC proxy: 74.49.0.18
MMS port: 80
MCC: 302
MNC: 220
Authentication type: Leave blank
APN type: Leave blank

My brother has the same problem, but he is on the iPhone 5s. There doesn't seem to be a way to change any data/MMS connection settings though. Wondering if anyone knows about this general issue and if it is related to backend settings on PMs part?

Can you forward a picture you have received?
Have you cleared your MMS history?
