I'm in LA. I have data and SMS, but no voice calls. I'm on T-Mobile LTE network. Other networks don't work.

Reset your network settings and try again. This worked for me to solve a similar issue when I changed my number using the app.

S20 is not on the whitelist 😞

you will have to rely on the T-Mobile 2G option, which I understand is not reliable

So, a better workaround is to use a VoIP apps to make and receive calls using the number assigned by the VoIP app

I don't  have VoLTE option. It's a Samsung S20 5G.

Selecting 2G (GSM only) works for voice, but it cuts off data.

@Likambo2007  If your phone not on the PM volTE white list making voice calls could be difficult. If it’s not on the list you have to try phone set to 2G/3G and connect to T mobile

Your phone might not be on PM's VoLTE whitelist.  Although one reported that PM has opened up the list to more phone, but that was not confirmed

try change the network mode to 2G and test calls again

what phone do you have?  it could be a lack of VoLTE issue (or your phone not whitelisted on PM's VoLTE list)

If your issue is with voice, make sure VoLTE is enabled on the device setting.  And if it does not work, try to change the Network to T-Mobile ONLY, and change  Preferred Network Type or Network Mode to 2G and see if the calls go through.
Also, you can download VoIP app TextNow as a workaround to make calls and text if you have Wifi or if your roaming has data component and data  is working
