My USA roaming data add-on was horrible.
I was only connected to a 2G network. (yes 2G!) It was T-Mobile Edge.
A simple web page would not load in 3 minutes. Apps would not work or load data.
Also the talk/text/data add-on was very ineffective. (ie texts often did not send and pictures never would send)
How can I get a credit to my account (and my spouse) for an add-on that did not work?

Did you or do you have your phone set to 3G/2G vs 4G LTE/3G/2G (auto connect)? This would explain why you only connected to T-Mobile's 2G network because the coverage for 4G LTE network is extensive across the US so there is no other reasonable explanation as to why you could not connect to it if you did not have the correct settings in your phone.
Currently what network are you connected to for public mobile? The 4G LTE network or the 3G network?

First have a read of this linked post on public mobiles US roaming service. Did you have the correct network setting on in your phone so that it would automatically switch between 4G LTE and the 2G mobile network on T-Mobile so that you would get both data and use voice services?
