When I go to USA with buying the $20 Talk/Tex/ 250MB data add-on can I call to Canadian phone numbers without it costing me any extra $?

HI @JE1969   Yes, you can.

But just in case , you can download a VoIP app like Fongo or TextNox. 

Also,  some part of US is taking down 3G network, which PM voice needs, so your voice reception will vary
