@ramanara as @Samianauman said, purchasing add-ons is a two step process. The first step takes money from your credit card and credits it to your public mobile account. You will see the add-on amount showing as "available funds" after the first step is done and before completing the second step. In the second step, you go back in and actually *purchase* the add-on using the funds you just added, and afterward your available funds will go back down to $0.00. I'm thinking you probably only completed the first step.
If you did complete both steps correctly, then go into your phone's network settings and change it from automatical network selection to manual, give it about 1-2 mintues to scan for available networks, and then choose AT&T. Do you get data now? If not, try choosing T-Mobile instead. Either is available as a roaming partner, and at least one should get you data just about anywhere in the US. Some phones don't seem to work on automatic mode and need manual network selection to work.
If it was the two-step process that threw you off and, like me, you'd like to see it simplified, please view and vote up (bravo) this idea here: http://productioncommunity.publicmobile.ca/t5/Public-Lab/Purchasing-add-ons-should-be-a-single-step-...
