In the US you need to check some settings on your phone:
1) Turn Data Roaming ON
2) Set Preferred Network to 4G/LTE (5G AT&T doesn't work)
3) Verify that you're connected to either T-Mobile or AT&T. If not, manually connect to one.
If you were connected to AT&T 5G, or didn't have data roaming on, or somehow connected to Verizon, your service would not work. Also for phone calls to work you need a VoLTE device per Public Mobile's whitelist:

Having said all that, because it didn't work you can log a ticket via the chat bot and see if they'll consider refunding you.
