I am in the US and have purchased a $20 us roaming package. I am unable to send a text but can receive them and I am unable to call to Canada from the US. What am I doing wrong

When you log in to your account you land on the main overview page showing pretty much everything about your services. The account status like Active. Plan Usage. Available Funds. Add-on Usage.
Lower down in the middle you'll see Available Funds. To the right you'll see all your add-ons and features. Under Available Funds you'll see the link to your payment history. That would show you what you bought to verify. It will also show the payment you added. But that's not what you bought, just that you added money.
To the right, if you bought the add-on, it should show there.
Another thing to try with the T-Mobile connection and to also test the talk feature is to set the phone to 2G-only. Then back to what it was to see if talk still works.

In your settings...make sure Data Roaming is enabled.
If you have dual sim slots in that phone..try the sim in the other sim slot.

@3100fries do you see any amount sitting as Available Fund in My Account?
if so, you likley "tried" to buy on the old My Account before Wed.
In the Old My Account, buying addon is a 2 steps process
1. Load fund
2. actual buying of the addon
you likely just loaded the fund and didn't do step 2
If you see the money just sitting as Available Fund, then you didn't buy it. Yes , go back and buy the addon. PM will use the money from Available fund and wont charge you again
Once bought, reboot the phone once, and manually connect to T-Mobile

It does not show u.s. roaming but Myreceipt does.

@3100fries don't buy again yet. You are not supposed to stack up the same roaming add-on twice
do you see the data add-on shows on your My Account Plan and Add-ons section?

@3100fries no worry, the screenshot and steps shown above is old... very old
if you see the roaming add-on on your My Account, you are all good, just a matter of connecting to the proper network

@3100fries Try connect to T-Mobile, it should have solid 2G coverage for voice, and could still have 3G there as well

@3100fries which US network you connected to?
do you rely on Automatic network select. Manually pick AT&T or T-Mobile. Try T-Mobile first as it has a 2G network that could help
and which States you are at now?
