I'm in the USA...
- My Public Account is active.
- Unlimited mins US Roaming-Unlimited Talk(15 day)
When I call a 1-800 or 1-416 number, it says not registered in the network. Does this mean I can only call a USA number, but can't call a CDN Number?

@MJohnnyK yes, your device might not be VoLTE enabled.
so leave it with GSM/HSPA/LTE if voice working. If voice does not work in another area , you might then need to change to GSM Only for it to connect to the 2G network

GSM/HSPA/LTE
GSM/HSPA

@MJohnnyK LTE is same as VoLTE . Try manually connect to LTE network in your phone's network settings if you could.

I have a Samsung Android 9.0 Tab S8. I don't believe VoLTE is supported. Mobile Network settings only show...
Data Roaming - turned ON
Network Mode - GSM/ASPA/LTE (auto connect)
APN - Mobile Internet - sp.mb.com
Network Operators - T-Mobile
I am currently near Kissimmee, Florida

do you know if you are using VoLTE or 2G?
and which states and city you are at? Just want to confirm if VoLTE is working well with roaming

You should be able to call USA and Canada.
PM will have T-mobile 2G network for US talk. Try to manually connect to T-mobile.
Roaming is for Data only. Voice and SMS text will still work.
Data will work on LTE, but will switch over to 2G to make a call.
However, the quality of service will vary depending on the different coverage areas when roaming in the USA.

So, you can call US number without problem?
you have to make sure you are connected to T-Mobile
If it is not connecting, try to change the Network selection to Manual and pick T-Mobile manually
also, you can try VoLTE. Enable VoLTE on your phone's mobile network page
