first ensure you have the numbers correct on your SIM card and if you have them correct you can,
contact costumer support by submitting a ticket to them and they will be able to help you

Where did you purchase the SIM?
It might be previously activated.
Best thing to do is to contact a CS_Agent by submitting a ticket on the bottom of page or private message them on the envelope icon above to confirm if it hasn’t been previously activated.

Please double check the SIM card number as it is very easy for anyone to make a mistake when typing in a long sequence. If that still doesn't work, check to see if it is a new and unused Public Mobile SIM card as they can't be re-used. If the SIM card number still doesn't work on the Pubilc Mobile activation website, you will need a new one.
