It must be on Public Mobile's whitelist .

Make sure your phone is on roaming. If you have your phone set for automatic selection ie AT and T etc then set it to manual and try selecting networks manually

@Costas12 check to see if you have Data Roaming turned on. Next, check that you are connecting to either T-Mobile, AT&T or Verizon. Let us know if this helps.
